Miss Millar was was orphaned at a very young age, there was suspicion that the death/disappearance of her parents was her doing, however this has not been definitively proven to date. There's also suspicion that Meg is responsible for other various disappearances over the years, but despite her numerous arrests, incarcerations, and hospitalisations through the years no claims have been substantiated. Treat with extreme caution and extreme prejudice if found.
Despite multiple incarcerations in both Juvenile Detention Centres and stints in Arkham since she was 8, Megan was finally committed to the permanent care of Arkham in 2003 just one year shy of being defined as legally an adult - she was deemed too dangerous to be allowed to continue freely and was thus committed to the dark wing of Arkham before she could be lost to the adult prison system. Meg was experimentally trained within Arkham with the hopes that intense rehabilitation and a more militaristic discipline would be able to kerb her behaviour, and for a time it worked - Meg is extremely good at taking orders provided those orders benefit her. However, in early 2013 she crossed paths with Nathaniel Scofield and all sense of training came undone. She became unruly and untameable once again, particular when she stopped taking her meds and would often have to be sedated and strapped down until her meds kicked in again.
Shortly after Scofield escaped so did Meg, however, she was quickly recaptured and returned to the Black Wing for more intense training. In late 2018 she escaped once again, devastating and almost decommissioning the Black Wing itself, and facilitating the escape of several other high profile Arkham Inmates in the wake of the devastation. She has not been seen since. Whether she has gone in search of Scofield, and if they are keeping the same company or not, is currently unknown, but if they are found together extreme prejudice must be used in Megan's recapture. Do NOT attempt to capture Scofield first; Megan must be fully sedated and restrained before attempts are made to recapture Nathaniel. Please keep this in mind at all times.
Addendum: Megan and Nathaniel have often been seen in the company of one another on outings in Gotham, and it's recently been noted that Megan is wearing a wedding ring given to her by Nathaniel, however there are no records of their marriage and their current residence is unknown. It seems Megan has also been seen with the company of a few other prior Arkham Inmates... seems she's taking them under her wing and keeping them safe at some unknown location... if possible trace her whereabouts and report back to Dr Goodall before operations for recapture commence.
